what do you call the fishing rod’s stabilizer plate clamp to the fishing pole & place on the boat’s railing?

I always called it a rail plate. You use it on the heavy tackle (80 pound test line) for fishing in deeeeeeep water (300-1000 feet) with big sinkers (1-5 pounds) for rockfish and other bottom fish.
